Air Bag Inflators May Rupture or Underinflate Bag
In the event of a crash necessitating air bag deployment, an inflator rupture may result in metal fragments striking the driver or other occupants. An underinflated air bag cushion may not properly protect the occupant. These scenarios increase the risk of serious injury or death.

Summary
Honda (American Honda Motor Co.) is recalling certain 1997-1998 Acura 2.2CL, 1998-1999 Acura 2.3CL, 1997-1999 Acura 3.0CL, 2001 Acura 3.2CL and Acura MDX, 1998-2000 Honda Accord Coupe, Accord Sedan, Civic Sedan, Odyssey and Acura 3.5RL, 1999-2000 Acura 3.2TL, 1996-2000 Civic Coupe, 1997-2000 CR-V, 1997-1998 EV Plus, and 1998-1999 Isuzu
Oasis vehicles.
These vehicles were equipped with Non-Azide Driver air bag Inflators (NADI) and do not contain phase stabilized ammonium nitrate (PSAN) propellant. Due to a manufacturing issue, the NADI inflators may absorb moisture, causing the inflators to rupture or the air bag cushion to underinflate.
Remedy
Honda will notify owners, and dealers will replace the driver frontal air bag inflator with an inflator of a different design, when the replacement parts become available. Owners will be notified of the issue beginning March 9, 2020. A second letter will be mailed once remedy parts become available. WHAT IS THE REASON FOR THIS SECOND NOTICE?
In March 2020, a notice was mailed to inform you that Honda has decided that a defect which relates to motor vehicle safety exists in certain 1998 to 1999 model year Isuzu
Oasis vehicles, and that replacement parts needed to perform the final repair were not available. This notice is being sent to inform you that these parts are now available.
As stated in the initial notice, due to a manufacturing issue, the inflator inside the driver frontal airbag module may absorb moisture , which may cause the driver frontal airbag to malfunction in a crash where the airbag deploys. The airbag could under-inflate during deployment, increasing the risk of injury to the driver. The airbag inflator could also rupture during deployment, with metal fragments possibly striking the driver or passengers, increasing the risk of serious injury or death.
WHAT WILL WE DO?
The dealer will inspect the driver frontal airbag and, if necessary, replace the inflator with an inflator of a different design for free.
WHAT SHOULD YOU DO?
American Honda Motor Co. Inc. has authorized its Dealer network to do the work on this recall. Please contact your nearest Honda dealer and make an appointment to have your vehicle’s driver frontal airbag inflator inspected and, if necessary, replaced with an inflator of a different design for free. If you need assistance, or have difficulty locating a Honda Dealer, please call Isuzu
’s National Owner Relations Department at 1-800-255-6727. An Isuzu
representative will assist you as necessary. Once you make an appointment for your vehicle, be advised that the total replacement process may take approximately 30 minutes. However, the dealer can provide you with a better estimate of the overall time for this service visit, as it may be necessary to make your vehicle available for a longer period of time. If you are not the only driver of this vehicle, please advise all other drivers and passengers of this important information.

The airbag could underinflate during deployment, increasing the risk of injury to the driver. The airbag inflator could also rupture during deployment, with metal fragments possibly striking the driver or passengers, increasing the risk of serious injury or death.

The replacement parts needed to repair your vehicle are not yet available from Honda, and Isuzu
is unable to repair your vehicle at this time. You will receive a follow-up letter when replacement parts are available so you can then bring your vehicle in for repair.

In accordance with the National Traffic and Motor Vehicle Safety Act and 49 CFR Part 573 Defect and Noncompliance and Responsibility Reports, Honda is submitting the enclosed amended Defect Information Report regarding NHTSA recall number 20V-026 originally submitted on January 17, 2020. Review of manufacturing records revealed that certain vehicles were incorrectly included in the recall even though these vehicles were not originally equipped with the recalled component. Conversely, the review also identified certain vehicles that were not included in the recall that should have been, as those vehicles originally were equipped with the recalled component. As a result, we are excluding from the recall 61,148 vehicles originally included in the recall and are adding 284 vehicles to the recall. Net, we are decreasing the affected vehicle population by 60,864 units. The manufacturer’s campaign numbers are being superseded to appropriately account for these changes.

Description of the basis for the determination of the recall population:
The recall population was determined based on manufacturing records. The production range reflects all possible vehicles that could potentially experience the problem.
Description of how the vehicles being recalled differ from similar vehicles not included in the recall:
According to the equipment defect notification 19E-080 filed by Takata, the suspect range of Non-Azide Driver Frontal Airbag Inflators (NADI) were produced up to August 31, 1999. Out of an abundance of caution, Honda is recalling all vehicles built from production start-up through December 31, 1999 that either received a potentially suspect NADI inflator from the factory (OEM) or dealer (replacement service part). A design change and process improvement was fully implemented by Takata to the aluminum tape seal which more effectively prevented moisture ingress on the NADI inflator. The redesigned NADI inflators were used in mass production vehicles built starting on January 1, 2000.
9/10/2020 Amendment
MY1997 Acura 2.2CL and 3.0CL vehicles are being completely removed from the recall as the recalled component was not original equipment nor available as a replacement service part.
Certain early production MY1998 Honda Civic Sedan vehicles are being removed from the recall as the recalled part only was used in MY1998 Honda Civic Sedan vehicles after there was a change in the airbag inflator supplier during mid-production. The recalled component was not original equipment on the early production MY1998 Honda Civic Sedan vehicles now being excluded. The break between early production vehicles and late production vehicles can be identified by the last six characters of the VIN, and a controlled process was implemented to ensure that driver frontal airbag module replacement would parallel what was originally equipped on the vehicle.
Certain late production MY1998 Honda EV Plus vehicles are being removed from the recall as the recalled part only was used in MY1998 Honda EV Plus vehicles before there was a change in the airbag inflator supplier during mid-production. The recalled component was not original equipment on the late production MY1998 Honda EV Plus vehicles now being excluded. Program for remedying the defect:
Registered owners of all affected vehicles will be sent an initial letter informing them the replacement parts needed to remedy their vehicle is currently not available. Once replacement parts are available, registered owners will be sent a second letter requesting they take their vehicle to an Acura or Honda automobile dealer. The dealer will replace the driver frontal airbag inflator with an inflator of a different design for free.
9/3/2020 Amendment
Redesign of the replacement driver frontal airbag inflators has been completed. Once parts inventory is sufficient to support the launch of the recall remedy, registered owners will be sent a second letter requesting they take their vehicle to an Acura or Honda automobile dealer. The dealer will inspect, and replace if necessary, the driver frontal airbag inflator if the inflator is included in the affected date range (manufactured on or before December 31, 1999).

Statement by American Honda Regarding NADI Airbag Inflator Recall

- Free recall inspections and free repairs to begin in approximately one year, as alternative replacement parts are not yet available
TORRANCE, Calif. – Jan. 21, 2020 – American Honda will recall approximately 2.4 million Honda and Acura automobiles from the 1996 through 2003 model years in the United States to inspect and, if needed, replace certain Takata driver front airbag inflators manufactured with non-azide propellant (NADI), for free. Free recall inspections and repairs will begin in approximately one year, as replacement parts from alternative suppliers are not yet available.
In November 2019, Takata submitted a defect information report (DIR) to the National Highway Traffic Safety Administration (NHTSA) related to NADI inflators installed in multiple automakers’ vehicles. NADI inflators pre-date and are different from Takata non-desiccated inflators involved in earlier airbag inflator recalls. Manufactured without appropriate seals, recalled NADI inflators may allow air and moisture to leak into the inflators over an extended period, causing propellant degradation. If a recalled NADI inflator-equipped airbag with degraded propellant deploys during a crash, it may deploy too slowly or, in very rare cases, too forcefully, rupturing and throwing metal pieces of the inflator toward vehicle occupants. Either scenario could contribute to occupant injuries.
Honda is aware of one field rupture of a NADI inflator in a Honda vehicle globally. That rupture occurred during a crash of a 1997 Honda Civic in Texas in 2012. In addition, Honda is aware of two NADI inflator ruptures during vehicle scrapping activity in Japan. Each of these vehicles potentially was exposed to unusually high levels of moisture prior to the rupture events.
Initial mailed notification to owners of recalled vehicles will begin in mid-March 2020 with a second notice planned when replacement parts become available. Owners may also check their vehicles’ recall status now at www.recalls.acura.com and www.recalls.honda.com or by calling (888) 234-2138.

Defect description:
According to the equipment defect notification 19E-080 filed by Takata, certain Takata NonAzide Driver Airbag Inflators have the potential to exhibit elevated moisture ingress due to insufficient aluminum tape seal. This can lead to slow deployment, which may result in insufficient protection by the driver frontal airbag, or there may be over-aggressive combustion creating excessive internal pressure when the driver frontal airbag is deployed. Very high internal pressure could result in the body of the airbag inflator rupturing upon deployment. An inflator rupture may cause metal fragments to pass through the vehicle interior at high speed, which may result in injury or death to vehicle occupants.

July 29, 2015
Honda was informed of a NADI inflator rupture event occurring at an auto dismantling facility in Japan on July 22, 2015. A rupture incident report confirming the rupture was submitted to NHTSA per Standing General Order 2015-01.
May 11, 2016
Honda was informed of a potential NADI inflator rupture field event with a reported injury occurring in Houston, TX on November 21, 2012. An initial rupture incident report was submitted to NHTSA per Standing General Order 2015-01A and an investigation into the rupture claim was launched.
July 29, 2016
The investigation of the Texas field event revealed that the vehicle owner initially contacted Honda on June 10, 2013. At that time, a claim was opened but it was subsequently closed on July 22, 2013 because the police report did not mention an airbag “rupture,” the vehicle had already been scrapped, and the suspect airbag components were not available for inspection. However, based on photographic evidence, Honda confirmed that the airbag inflator ruptured and submitted a final rupture incident report to NHTSA per Standing General Order 2015-01 A.
September 5, 2018
Honda was informed of a NADI inflator rupture event that occurred at an auto dismantling facility in Japan on August 10, 2018. A final rupture incident report was submitted to NHTSA per Standing General Order 2015-01A.
October 31, 2019
Takata informed Honda of two NADI inflator rupture field events in Australia which involved a different vehicle manufacturer and provided relevant information.
November 26, 2019
Takata submitted equipment defect notification 19E-080 to NHTSA listing Honda as an affected OEM.
December 18, 2019
NHTSA issued Equipment Query EQI 9-002 requesting information from Honda.
January 3, 2020
Honda responded to EQ19-002 with an estimated population of Acura and Honda vehicles equipped with a Takata NADI inflator.
January 16, 2020
Honda determined that a defect related to motor vehicle safety existed and decided to conduct a safety recall.
As of January 16, 2020, Honda has received one injury claim related to this issue.

Program for remedying the defect:
Registered owners of all affected vehicles will be sent an initial letter informing them the replacement parts needed to remedy their vehicle is currently not available. Once replacement parts are available, registered owners will be sent a second letter requesting they take their vehicle to an Acura or Honda automobile dealer. The dealer will replace the driver frontal airbag inflator with an inflator of a different design for free.

Takata NADI Airbag Inflators

Dated opened: December 16, 2019
In a Part 573 Defect Information Report (DIR) dated December 3, 2019, Takata (TK Global LLC) notified NHTSA of a safety-related defect in certain Non-Azide Driver air bag Inflators (NADI), produced between May 1, 1995 and August 31, 1999, which lead to NHTSA Safety Recall 19E080. According to Takata, NADI inflators produced during this period have the potential to experience moisture ingress due to a defect with the foil seal applied (for hermiticity purposes) at the exit orifices of the inflator housing. NADI inflators do not contain Phase Stabilized Ammonium Nitrate (PSAN) propellant. When deployed, the presence of elevated moisture in the inflator can result in slow deployment, which could lead to insufficient occupant protection provided by the air bag. In the event of propellant degradation, abnormal propellant combustion creating excessive internal pressure. High internal pressure could result in the body of the inflator rupturing, potentially injuring or killing the driver. Takata did not provide details on the affected makes, models and model years of vehicles that may have been manufactured with the defective inflators and sold in the US, however the DIR named five automobile manufacturers that the defective inflators were sold to, including Audi (VW), BMW, Honda, Mitsubishi and Toyota. Based on the dates of inflator production, it’s likely all affected vehicles would have been produced as model year 1995 through 2000 vehicles.
On November 26, 2019, BMW filed three DIRs announcing NHTSA Safety Recalls 19V851, 19V852 and 19V853. The DIRs stated that BMW had determined Takata produced NADI inflators manufactured before March 15, 1999 were defective due to a tape seal concern. BMW also discussed field incidents that occurred in foreign markets as part of the company’s rationale for reaching the defect determination. One of BMW’s recalls was intended to address vehicles originally manufactured with known defective inflators, another was to address a distinct population of vehicles manufactured with inflators believed to be at higher risk (BMW issued a do not drive recommendation for this population), and the third was issued to address vehicles originally manufactured with inflators not deemed to be defective, but they may have subsequently had a defective inflator installed as part of a service repair procedure. The BMW recalls involved certain model year 1999 to 2000 3-Series vehicles.
The purpose of the EQ is: 1) to obtain information from the five companies named in Takata’s DIR to establish the specific makes, models and model years that were produced with defective Takata driver inflators, 2) to ensure that, if they are not already, all vehicles manufactured with defective inflators are recalled on a timely basis, and 3) to ensure that any vehicle which could have had a defective inflator installed in conjunction with a service repair procedure is inspected to ensure it does not contain a defective inflator.
