Summary

Isuzu Technical Center of America, Inc. (Isuzu) is recalling certain 2019 NPR GAS, 2019 NPRHD GAS and 2019 Chevrolet 4500 vehicles. The brake line clips for the rear driver side brake line may have been incorrectly installed, potentially allowing contact the brake line to contact a grounding bolt, potentially causing a loss of the rear driver side brakes.

 

Remedy

Isuzu will notify owners, and dealers inspect and replace brake line assembly or reposition the brake line into the proper position, as necessary, free of charge. The recall began May 15, 2020. Owners may contact Isuzu customer service at 1-866-441-9638. Isuzu’s number for this recall is V2002.

This bulletin supersedes service bulletin CB20-H-001. This bulletin is being revised to include the sample owner letters for US and Canada. Please discard previous bulletin CB20-H-001.

 

INFORMATION

CONDITION

Isuzu Motors Limited has decided that a defect, which relates to motor vehicle safety, exists in certain 2019MY Isuzu N-Gas vehicles produced between July 8 and July 12, 2019. In some of the affected vehicles, the brake line clip(s) for the rear driver side brake line (which is routed inside the passenger side frame rail) may have been incorrectly installed, potentially allowing the brake line to make contact with a grounding bolt.  Repeated contact with the bolt could compromise the rear driver side brake line, leading to a loss of brake fluid and resulting in a drop in the hydraulic brake pressure and a reduction or loss of the rear driver side braking performance. All of the remaining brakes (front, passenger side rear and parking brake) will continue to operate normally. If the rear driver side brake fails, the braking performance of the vehicle can be reduced, increasing the risk of a crash.

 

CORRECTION (INSPECTION)

Dealers will inspect the brake line mounting clips of affected vehicles in their inventory (if applicable) to determine if the brake line clip(s) were installed correctly per the inspection procedure provided in this bulletin. This service will be performed free of charge. If the clips are not installed correctly, the brake line will have to be replaced when parts become available and an updated version of this bulletin is issued. In the meantime, all vehicles that require brake line replacement must remain in dealer inventory until the revised (updated) campaign bulletin is released and the campaign brake line replacement procedures are performed.

 

VEHICLES INVOLVED

Involved are certain 2019MY Isuzu N-Gas vehicles Produced between July 8 and July 12, 2019.

Important: Dealers are to confirm vehicle eligibility prior to beginning repairs by using IVIS (Isuzu Vehicle Information System).

For dealers with involved vehicles, a report of involved vehicles containing the complete vehicle identification numbers has been or will be provided. Dealers will not have a report available if they have no involved vehicles currently assigned.

 

PARTS INFORMATION

Parts are currently unavailable to remedy this condition. This section will be updated when parts are available.

 

INSPECTION PROCEDURE

  1. Shift vehicle to park, turn off engine, set parking brake, and block rear wheels.
  2. Inspect the two (2) brake pipe clips on the inside of the Right Hand Frame Channel as shown in Figure 1 for proper placement.
    • If the brake pipe clips are in the correct locations (see Figure1), proceed to “Applying The Campaign Label”.
    • If the brake pipe clips are NOT in the correct location (see Figure 2), the brake line will have to be replaced in the future. All vehicles that require brake line replacement must remain in dealer inventory until the revised (updated) campaign bulletin is released and the campaign brake line replacement procedures are performed. The campaign remedy cannot be completed at this time. Do NOT proceed to “Applying The Campaign Label”. Instead, please skip to the “Claim Information” section of this bulletin.

APPLYING THE CAMPAIGN LABEL

  1. Using a ball-point pen, fill in a campaign label (Part No. 2-90028-700-0) with Campaign Number V2002, Isuzu dealer code, and repair date.
  2. Affix the campaign label onto the driver’s side B-pillar.

Refer to the Isuzu ICS Claims Processing Manual for details on Campaign Claim Submission.  Submit only one claim as indicated below.  Additional labor code for Brake Line Replacement will be added when the revised (updated) campaign bulletin is released.

DEALER RESPONSIBILITY

Dealers are to service all vehicles subject to this campaign at no charge to customers, regardless of mileage, age of the vehicle, or ownership. Customers who have recently purchased vehicles sold from your vehicle inventory, and for which there is no customer information indicated on the dealer listing, are to be contacted by the dealer. Arrangements are to be made to perform the required correction according to the instructions contained in this bulletin. Program follow-up cards should not be used for this purpose, since the customers may not as yet have received the notification letter.

In summary, whenever a vehicle subject to this campaign enters your vehicle inventory, or is in your dealership for service, you must take the steps necessary to ensure the recall remedy has been implemented before selling or releasing the vehicle.

Important:

As required by Federal law, dealers are not to deliver any new vehicle in their inventory, which is covered by a Safety Recall, until the necessary remedy has been performed.

Subject: Stop Sale and Delivery for Upcoming Safety Recall

To: Isuzu Dealer Principal, Sales Manager and Service Manager

Effective immediately, stop the sale and delivery of affected vehicles in your inventory, even if a customer has purchased an affected vehicle. We are in the process of taking steps to address a safety related defect in these vehicles. Federal law prohibits the sale and delivery to customers of any vehicle containing a safety defect.

You must not deliver any covered vehicles to customers until after the vehicle has been remedied.

Isuzu Commercial Truck of America, Inc. has issued this notice, Campaign Bulletin CB20-H-001 – which provides a preliminary inspection procedure – and, if applicable, an affected inventory report (approximately 29 vehicles are in dealer inventory).

 

WHAT YOU SHOULD DO

After confirming there are affected vehicles in your dealer’s inventory, using the Isuzu Vehicle Information System (IVIS), open a repair order referencing this Stop Sale for each affected vehicle in your inventory and perform the preliminary inspection as set forth in Campaign Bulletin CB20-H-001.

Dealers should complete this procedure as soon as possible. However, all vehicles that will require brake line replacement must remain in dealer inventory until the revised (updated) campaign bulletin is released and the campaign brake line replacement procedures are performed.  

IMPORTANT: Always confirm vehicle eligibility prior to beginning repairs by using the Isuzu Vehicle Information System (IVIS).

You will receive another notice regarding owner notification as well as a revised (updated) campaign bulletin (containing the campaign brake line replacement procedures and sample owner letters) after the owner notification schedule has been finalized and the owner letter has been approved by NHTSA.

Chronology of Defect / Noncompliance Determination  573.6 (c) (6) (7)

Describe the chronology of events leading up to the defect decision or test data for the noncompliance decision: (2000)
The Isuzu North America group responsible for the vehicles’ Body Builder Guides received an initial inquiry on February 12, 2020 from an upfitter/body builder about one vehicle, asking whether there had been a change in the brake line routing or retention structure/design; the upfitter soon found three additional new vehicles with the routing similarly situated. After finding no relevant design changes, that group referred the matter to Isuzu’s North America’s Quality Assurance (QA) department for further review on February 24, 2020.

A yard inspection of 1822 vehicles at the Charlotte production plant began the next day and was completed on February 27, 2020. The yard vehicles had been built between January 2019 and February 2020. Finding no improperly routed brake lines, the yard inspection confirmed that the issue may have been limited to a particular production period.

Isuzu received one additional report of a mis-routed brake line from another upfitter.  All five of the reports involved vehicles built on July 8, 2019.  Isuzu QA consulted with the Charlotte production staff, who, after investigating the issue, reported on March 12 that each of the five vehicles was built during the night shift of the production week of July 8-12, 2019.  During that week’s night shift, a temporary worker had covered the station responsible for installing the brake line while the permanent worker was on vacation. The production facility was unable to confirm that the temporary worker had received appropriate training.

A total of 164 vehicles were built during the night shift from July 8-12, 2019.  Approximately 40 percent of those remain with body builders or are in dealer inventory.  Isuzu has received no warranty claims with regard to vehicles that have already been retailed. A recent sampling of completed trucks found that nine vehicles built during the night shift of July 8, 2019 had improperly installed clips on the brake line in question.

On March 27, 2020, Isuzu decided to conduct a safety recall to inspect vehicles with the chassis built on the night shift during the week of July 8-12, 2019.
